Is the faucet at scripps fixed does anyone know?

Does anyone know if public access to Scripps water is currently available? I heard it was blocked off.
 
I got water on Saturday, no obstruction except for some guy who was getting many barrels in front of me.

But, He was extremly nice and let me grab a quick 5 while he was setting up. I just wanted to calibrate my salinometer, so I didn't bother filling all my other containers, this time.
